Uttar Pradesh has a new export promotion framework for businesses looking to sell goods and services in international markets. The Uttar Pradesh Export Promotion Policy 2025-30 replaces the earlier 2020–25 policy and will remain in effect until the end of FY30, unless amended or revised earlier.

It covers both goods and services and includes financial assistance, infrastructure support, export promotion measures and digital facilities. The policy applies to manufacturer exporters, merchant exporters and registered exporting societies, while service exporters are covered under specific measures.

The policy targets an increase in the state’s exports from $21 billion in FY24 to $50 billion by FY30, according to the Uttar Pradesh Export Promotion Policy, 2025–30. It also aims to expand export participation across all districts, support at least ₹100 crore in export-oriented infrastructure projects and increase the number of registered exporters by 50% by FY30.

Which sectors are covered?

The policy covers merchandise sectors including electronics, engineering goods, textiles and apparel, carpets, handicrafts, agricultural products, processed food, chemicals, pharmaceuticals, leather goods, sports goods, ceramics and wooden products.

It also covers service sectors such as information technology and IT-enabled services, tourism and hospitality, education, medical value travel, transport and logistics.

Under the Export-Oriented Specific Projects Scheme, eligible projects such as testing laboratories, certification facilities, warehouses, logistics infrastructure and e-commerce fulfilment centres can receive capital subsidy.

The subsidy can cover 40% of the project cost, subject to a maximum of ₹10 crore, according to MSME 1-Connect, Department of Micro, Small and Medium Enterprises and Export Promotion. The assistance is proposed to be released in three stages, linked to project approvals, implementation and completion.

Marketing assistance

MSME exporters registered with the Uttar Pradesh Export Promotion Bureau can receive assistance for activities such as international trade fairs, publicity, product samples and export certification.

The annual assistance limit for an individual exporter is ₹25 lakh, with eligible activities generally receiving support of up to 75% of the expenditure, subject to separate limits.

Freight and e-commerce support

The policy also provides assistance for freight costs. Under the Air Freight Rationalisation Scheme, exporters can receive support of up to 30% of air-freight expenditure or ₹150 per kg, subject to a maximum of ₹10 lakh per unit annually.

For e-commerce exports, eligible exporters can claim a one-time reimbursement of 75% of first-year international e-commerce platform fees, capped at ₹3 lakh. Exporters using Dak Ghar Niryat Kendras can also receive reimbursement of 75% of postage charges, subject to an annual limit of ₹1 lakh.

Export performance and credit insurance benefits

The policy provides a performance-linked reward equivalent to 1% of year-on-year growth in export turnover, capped at ₹20 lakh per exporter annually. The applicable baseline and claim process are to be confirmed through the operative guidelines.

For export credit insurance, the main policy text provides reimbursement of 30% of the annual premium paid to ECGC, capped at ₹5 lakh. However, the document's FAQ section mentions a different rate and limit, so exporters have been advised to verify the applicable provision in the latest amendment or implementation guidelines.

Who can apply?

Exporting units registered with the Export Promotion Bureau, Uttar Pradesh can apply for assistance under the policy’s export schemes.
